Janani Suraksha Yojana 2023 (JSY) is a safe motherhood intervention under the National Health Mission (NHM) being implemented with the objective of reducing maternal and neonatal mortality by promoting institutional delivery among poor pregnant women. It is a 100% centrally sponsored scheme.
Launched in April 2005, JSY is being implemented in all states and union territories in India. This scheme is a combination of the National Maternity Benefit Scheme (NMBS), which was in operation since June 1997, and the Janani Shishu Suraksha Karyakram (JSSK), which was launched in June 2011. Under JSY, pregnant women are provided with cash assistance for giving birth in a health facility.
The overall aim of the scheme is to reduce maternal and neonatal mortality by encouraging pregnant women to deliver in health facilities and thereby reducing home deliveries. The scheme is implemented by the Ministry of Health and Family Welfare, Government of India and is implemented through the State Governments/UT Administrations.
The scheme provides cash assistance to pregnant women for delivering babies in health facilities. The cash assistance is provided to women of Below Poverty Line (BPL) families and is paid directly into the bank accounts of the beneficiaries. The amount of cash assistance given is Rs.1,400 in most of the states, though it can vary from state to state. The maximum amount of cash assistance is Rs.6,000.
The scheme also provides free transport to pregnant women and their accompaniment to the health facility. Further, it also encourages family planning by providing an additional Rs.200 to women undergoing sterilization. The scheme also provides free essential drugs and diagnostics services to pregnant women.
The Government of India has allocated Rs.15,000 crore for the implementation of the Janani Suraksha Yojana for the year 2021-2023. The Government has also taken several steps for the effective implementation of the scheme. These include setting up a dedicated monitoring and evaluation (M&E) system, providing technical assistance to the state governments, and introducing the Janani Suraksha Yojana Mobile App (JSYMA).
The success of the scheme has been phenomenal. According to the National Health Mission, the institutional delivery rate has increased from 38% in 2005-06 to 78% in 2018-19.
