a person of Indian descent who migrated from Pakistan, Burma, Sri Lanka, the East African nations of Kenya, Uganda, the United Republic of Tanzania (formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethiopia, and Vietnam with the intention of permanently settling in India. They may also be citizens of India, subjects of Nepal, Bhutan, or Tibet who arrived in India before January 1, 1962.
